New study on the whole-of-society approach in countering hybrid threats

A member of SAFER teaching staff, Tapio Juntunen, participated in an study, requested by the European Parliament, that mapped best practices in countering hybrid threats (case studies consisting of Sweden, Australia and Finland). The study, co-authored by Mikael Wigell and Harri Mikkola from the Finnish Institute of International Affairs, was coordinated by the Trans European Policy Studies Association and published by the INGE Committee (European Parliament’s Special Committee on Foreign Interference in all Democratic Processes in the European Union, including Disinformation).

Over recent years, the EU has increased efforts to strengthen its resilience to hybrid threats. A model of preparedness based on the notions of ‘whole-of-society’, ‘whole-of-government’ and ‘societal resilience’ has gained ground. The precise meaning of resilience and its exact relationship to hybrid threats and the whole-of-society approach require clarification. The study also analyses some best practices in this approach from three case studies and provides proposals for further actions.
